Boil the potatoes in their skins. After cooling, cut in half lengthwise and hollow out half of the middle.
Drain the herring, cut into cubes, and place in a bowl. Finely chop the onion, dried tomatoes, yellow pepper, olives, and parsley. Mix all the salad ingredients, season with salt and pepper for flavor. Fill the potato halves with salad, sprinkle with chopped chives.
